The late seeding of teams for the playoffs meant there was no level playing field for un-seeded teams. The fix was in at UEFA/FIFA.
Maybe being able to 'fix' things is why UEFA/FIFA don't want video replay technology. Ask yourself how far South Korea would have got in the Korea/Japan Finals if video technology had been in use. Italy definitely got screwed and I'm not sure who else. When you realise that FIFA need the host nations to survive until the later rounds to ensure healthy gate receipts then you have to question some of the 'strange' refereeing decisions. Let's see how far South Africa go next summer.
